What is this item?

You can upgrade with blue ticket armors, and with red tickets - weapons. Tickets will expire after few day after upgrade.

How can I upgrade with it?
Do I have to go to "Upgrade merchant"?

go to the upgrade merchant top option, right click the piece of armor you wanna upgrade and the ticket and click the bottom button and kabbooom bob's your uncle.

They are from webdepot ...
From cash shop if you buy 1 you get 1 coin if you buy more more coins ...

EDIT: I figured out it changes some of the attributes of an item. Anyone has any more info regarding this? Does it increase one attribute or does it randomly changes them?

that is a silver box which can change the stats on weapons / armor / earings to which ever stat you wish for it to be
