Depends on where you live and how you go about it. Legally if you're not selling it to people or offering any kind of pay service, they can't really do anything because if you bought the software that's included in the license.

The Name Dragonball Online, the Content in Dragonball is by rights, their own digital property.
How is being in a different country going to stop I.P Theft?

I don't think you realize the enormity of what a having a private server means.
What software are you buying? what license? Unless you bought half the shares for NTL or Wasabii, you've got no rights to the game.

It's opinions based on people being butthurt that their classes get balanced.
It's doing fine.

It will be absolutely good and fine, the game is still great.

If you look at this seriously, if everyone didn't set out to abuse and use the glitches and bugs it wouldn't be an issue. but you have people using them for their own advantage and that pisses people off.

There has only been small amount of errors that make the game unplayable, but that's usually fixed quite fast.

^ Although i agree with you dumke...this game is running on a old engine so that why it has alot of bug issues.
They can't do anything about it unless they remake the whole game again.

the engine itself wouldn't be the issue, the issue would be the code running in-conjunction with the engine. having code run on an MMO, while adding new things, and then the old code then doesn't like the new it doesn't overlay, and bugs appear, or either the correct logic wasn't achieved.

You can code something through logic, but turning it to actual code won't always work, that's where bugs occasionally appear. as they will pass several tests, but only under stress or some stupid occurrence, it will appear as it breaks the logic it was coded under.
