I guess I'll start Dr Doom and Black Adam.

Moving this to "Everything Else" because Doom and Black Adam are not anime/manga characters, as the forum would suggest.
When it comes to villainy, my heart really does go out to Doom. Let's face it -- Doom sets the bar. He's been setting the bar and resetting the bar for more fifty years. Darth Vader? He wouldn't have his mask if it weren't for Doom. He's not just an evil overlord -- he's the evil overlord. All others pale in comparison to Doom. The man doesn't just run his own country, he runs a country with a 0% unemployment rate. All of the citizens love him. He's such a likable villain that you almost want to root for him half the time. He's charismatic, intelligent, and cultured, and of course, devious. He has all of the traits that could possibly be desired in his character archetype and he pulls each off with aplomb, under the correct writer, anyway.
But the most important thing about Doom, I'd argue, is that he doesn't suffer from a crippling disease that plagues too many comic book villains: threat decay. After a villain has been around long enough, they begin to stop carrying that sense of imminent danger they probably had when they were first introduced. But Doom? Doom doesn't suffer from that. He manages to consistently come off as a competent evil mastermind who always knows what he's doing and how to best move forward. And that's the reason this post isn't about Darkseid.

There's too much badassery in this one. Blood lust? Yes. Mindless destruction? Yes. Awesome abilities? Yes. Absolutely amazing music? Yes.
It even has an entire trilogy built around it.

Some of those qualities are for the same reason I like him too. It's that drive and that sheer narcissistic attitude which makes me like him so much. lol And it's true. His one those character, I can't help but want him to have his day.

Sephiroth, Jenova and Kadaj. All from the final fantasy franchise.
I also am also very fond of the whole Oceanus vs Poseidon tale. Just a battle of the tides seems all too interesting in my opinion.
As well as Xemnas from KH2. Though Black Adam is still a badass.
