Wrong Folder, This patch doesn't go in the DBO_CT_<Version>/localize/<VERSION>/pack ... it just goes in the direct file, /DBO_CT_<Version>/ .... just copy and paste, or extract the file to that folder.

In regards to Korean in the taiwanese version it happens a fair bit I foumd them in quests dotted around throughout the game. Just stuff they probably forgot to translate when localising it to taiwanese.

Exactly what the error is telling you to do....... Dont waste forum space next time and read. MAke sure you extract the files to your DBO_CT_(what version of dbo your playing{DBO_CT_TW,DBO_CT_HK DBO_CT_KR} and run it as admin.

Ok so, I didn't have a folder but I pasted it to my, "DBO_CT_TW_Setup_20121126" and it didn't work. (I used the Turrent download. Should I use the other one?)

You have to find dbo.exe...
Open up windows explorer and type in dbo.exe in the search bar and place your patcher in there. The setup thing only installs the game nothing else.
You need to put it where the dbolauncher.exe and dbo.exe is. If you normally installed it it most likely went to your c://program files

Also about the korean thing that was not directed at you.
