Try rebooting. Since you can read it (and this is going under the assumption you can't read traditional han), it sounds like something with your comp.

ok so i rebooted it an it still wont work

When you uninstall, go into C:\Program Files and delete the DBO folder that's still in there. Because of the English Patch, not all of the files will uninstall. Once the folder is deleted, then install and run the launcher as Administrator. That should fix it. I had the same problem and it worked for me after that.
