It looks like a graphic error either in the files or with your computer. Try re-installing the game and if that doesn't work you might need a better graphics card. Make sure you have the latest direct x installed too.
Check your graphics card driver first. It may be an update from Microsoft that is running the driver incorrectly. I would go to the manufacurers website and verify you have the most up to date driver for your video card. I had a similar issue with a different game. Otherwise, try changing your video settings in game to a different resolution and see if that resolves the issue. Then direct x then the game update itself.
i had the same problem first i logged off then i shut down my labtop for like 10 minutes
and if that doesnt work then change ur graphic level on the game press the o button to go to option then go to graphick level and drag the bar a lil to the left to change the level then click apply and it should change
i dont know WHAT it was, and i didnt realize it at the time, but it effected every game i was playing and it happened soon after i updated my driver.
I rolled it back and all my games, including DBO, are back to normal now :)
