Every skill generates aggro. Monsters are retargeting at players with the highest aggro. So you use Dragon's Will to generate more aggro and tank the monster so your friends can kill the monster without beeing attacked by him. Provoke just provokes the monster to retarget at you instantly so you don't have to overaggro the others. These spells are used only if you are tanking.
