Discord is a magical, reality warping being and some ponies were capable of defeating him. In terms of just what he can do with reality warping, he's actually pretty powerful, considering he was capable of manipulating the day/night cycle, which suggests power over celestial bodies, he can hypnotize people pretty well, has teleportation, and likely some form of transmutation. Not bad for an antagonist from a little girl's cartoon.

In terms of what he can do with reality-warping, he's probably close to the same ballpark as some of Galactus's heralds, considering the sun/moon thing. The only thing that's keeping him from defeating Dragon Ball characters is his lack of reaction speed and durability, as they're never put on display. It's likely he's a glass cannon.
