Dragon World Challenge supposedly. Those things where used in the manga as a battle platform for Fortuneteller Baba's tournament; so whatever it's used for might not be added to the game until that zone is released.

it was for a short time in kr as a 3rd rank battle arena
also they showed the cards of DWC
but they removed it later again
