Change your locale to TW and make sure you have the language installed on your computer (this usually comes stock with windows 7)

If it didn't come stocked with Windows 7, you can download the language pack through Windows Update. It is a very simple process and you'll be able to see the actual Taiwanese characters and use the English Patch!
