Heres what i do...
Once your done downloading the patch and the window with all the stuff comes up copy ALL the files, including "readme," and the go into your Taiwanese folder go to localize, then TAIWAN, then pack and paste your files there. Then right-click on your pack folder and go to properties and make sure its not read-only. Lastly, run your patcher folder as admin and then go to your launcher and run the game as admin. If this didnt work try unpatching and trying again

Ive done that exact process multiple times however doesn't work ive tried reinstalling and repatching the game it says installed successfully but never works sometimes the game runs in chinese and sometimes in the fanny little squares i know im doing it correctly because it was fine before the latest update
EDIT when i run the launcher in administrator mode it repatches the latest update which would delete the english patch even if it were working
Check this thread out. I spent the last few days trying to get the patch to work and finally after rereading this it all made sense. Just open the "How To" link and it gives you the full walkthrough on getting the patch applied properly.
