This character, appeared in the new Namekian zone, looks a lot like Dende. Could it be him?:

Why would Dende be on the earth, and not up on the lookout, chillin' with Piccolo and Popo?

Maybe for the same reason we can't go to the Lookout? Maybe the Lookout isn't there anymore and something happened to it?

But for more then 100 years he looks very young

Guys remember how Nameks long could stay alive-Kami is over 200 years old in dbz!That means that Dende is healing him self and he never gone old!

There is no reason for the lookout to not be there. Thus we should proceed with the idea that it remains above Korins tower. With Nameks living for so long, Piccolo would still be alive as would Dende... of course Popo may not be, but that isn't really the point.

Climb to Korins talk to Korin and u simply teleport to Lookout where you got quest for...
