Stuns can work either way, when i was on Yolie spamming final effort, i used all the points i had for AoE everything and for buffing my AoE damage for that situation because that was the fastest way to level. When you say PvE im thinking your grinding for exp.
You wont have time to stun in pve, if you do ur wasting time or doing it wrong. Why would you worry about stunning 1 mob. If your PvEing and your about to die vs 1 mob then sure, but it usually isn't the case for me at least.
