Your Virus protection is blocking it. Open your virus protection program and unblock DBo
thats how i fixed mine

also make sure to run the launcher as an administrator and make sure it patches/is patched. for the sound after typing it in, idk what does it, but it has happened to me too, i just keep trying till it logs me in :P
