No it's not a item that levels you to lvl 50, read the first post i made here, every few levels you gain,you get items sent to your web depot, if you don't know what that is i suggest you read the guide about it.
This is wrong information it is to any character that gets these level my main who I made near the beginning of the OB got to lv50 2 days ago and yesterday I got a full reset in my depot
