Ack, I tried to sign up for the Taiwanese version, but I still haven't gotten an email confirmation.
But I do have another question before I venture back into this game: What does the Item shop in this game offer?

I didn't really play long enough to know what the cash shop offers, but I have heard things. Can anyone give me details on the cash shop that might potentially point to Pay to win? Meaning, does the cash shop imbalance things?

Note that Exp/Loot/temp stat boost items don't matter to me. These are just minor convenience items that nearly every F2P MMO has. I'm wondering if the cash shop offers top of the line gear, or permanent (and significant) stat bonuses.

The cash shop put simple, can either buy you top of the range recovery items or get you a lot of zeni to spend in game. There is many useful items in the cash shop, but no top of the range gear or anything like that. Top of the range gear is obtained through Time Machine Quests (TMQ) or the Auction house.

The auction house is where other players in game put up any items up for sale, and they put up the price for it. You can pretty much buy any item in the game from the auction house, it ranges from gear to dogis, health items and pretty much almost anything.

Back to the cash shop, what most people buy from it is wagu wagu coins. They are tokens that can be spent in the wagu wagu machine (bottom right hand corner of the game) and you have the chance to draw really good items from it that are worth alot of zeni, and can be sold in the auction house.

The cash shop does not really imbalance things, it just helps people make millions of zeni and buy useful items. Also, to get these permanent stat bonuses you are talking about that is all depending on your gear that you wear.

So simply put, this is what some people do to get top notch gear:

buy cash points> buy wagu wagu coins > spend wagu wagu coins in the wagu wagu machine > draw good items that can be sold for millions of zeni > sell items in the auction house > buy good amour from the auction house.
