If you are having the launcher patch everytime you open it here is what you do.. Right click the shortcut on your desktop (If you have one)

press run as administrator.

It should begin patching it as normal...

After it patches you can run it again but you have to do it in administrator mode, or it will patch again.

(P.S. You will probably have to re-install your english patch)
