I changed it around so you can level more easily, and so that you have the essential tanking skills. Also that last SP that I left should go into hellzone Grenade (you can't do it on the skill calculator but in-game you will be able to):

But honestly I think you should either focus completely on leveling or completely on tanking. If you aren't 46 by now, just go for a complete leveling build. When you reach 46, you can change to a tanking build and have no problems leveling from thereon forth.
