You have to be lvl41 i think.
You get it when you either do tmq 3 and the bosses drop the armor or buy it from AH.

Spirit attacks are weak on MA's. That's why nobody likes them. Also, if you have spirit attacks, you aren't getting the full damage you can get from physical attacks, which are way more powerful. And buffs are NECCESSARY in any build.
