Because it is in the wrong folder. Put it into the root where your launcher and dbo.exe is.

That makes perfect sense -_- you put it in the wrong folder. You put it in the wrong folder. Even in the readme that is bundled along with the patch it explains that you do not put it in the folder you put it in -_-
You need to put it in the root directory named DBO_CT_TW where your DBO.exe and DBOLauncher.exe are...

put the patcher in the main folder where dbo.exe is also where the launcher is. here's 2 people telling you the exact same thing, you might want to listen to them
