Your better off creating an account on the Taiwan or the Hong Kong version. As swordsman mentioned above you will need a KSSN and mobile verfication for a KR account, whereas the Taiwan & Hong Kong version don't require it.
i've never made my own account but by the looks of it the option 4 is cell phone registration , you need a korean sim to do this , not sure what the other option is
but i downloaded dbo, and when i open it , it takes me to the korean version:s
That's probably because you downloaded the Korean client. Make sure that you download the Taiwan or Hong Kong client. No matter what you do, you'll need a KSSR and a mobile Korean phone to validate your account there. So, unless you know someone who knows someone, you're better off deleting the client you have and starting over.
