please help me my dear mates

Windows recently changed
No english patch
Location changed to TW (tryed HK S.A.R) no work
DBO.exe runned as administrator
Game reinstalled multiple times
was able to play the game on my recent windows () the same 1 i have now

I've dealt with this issue before a few times, but it was for TW and not HK; here is the best advice I have to offer you.
First: Completely Uninstall, meaning: even after you remove the game you need to remove the files in your program files withing your main drive.
Second: Before reinstalling follow this guide: Launcher/Ban Fix
The last time I encountered this, this really helped.
Third: Reinstall and see what happens.

As i said the windows was changed and my Graphics card wasnt installed...
