humm do you have antivirus or firewall on ? they could be blocking connections

well it would be in the bottom right hand bar of your screen , i doubt its that as you are able to launch the game you might have to just manually re download and install the game

ok but when i click uninstall it dosent do anything

Try and set your PC locale to Korean, I'm almost certain it will solve it.
