I have no clue who/what "CELL-MOTTE" is. The Korean for it is "셀모트". "셀" is the word for "CELL", and "MOTTE" is how you might pronouce "모트". I also don't know what "Kiri" (키리) means.

I dont get almost anything is there some place with the translated in game story, such as the TMQ and the UD's?

It's and mutated descendant from Cell that was being hidden by Bacterian.
As we can see he can make/spawn mutated imperfect cell minions.
They have the "Time Breakers" logo on their "abbs"? They and Bacterian are probably behind this together.
They probably gave Cell's cell's to some Bug & gave him some power up like in TMQ's Towa did and that's it.

My theory.

So the machine from the hotel on papaya island is used to extract people "Kiri" and feed with it those cells... Damn Towa stop being smart villian! She is always in the shadow doing whatever she wants and use every single one around here to be or her slave or puppet.

papaya dungeon story will end at next month. after they release the last dungeon (Towa Hideout Dungeon).
