You must be playing on the Korean server I suppose, cause I'm on the Taiwanese one and surely not having that Passive there, which also answer the question about Flying, on the Tai server, that being "no, at the moment" I guess? Not sure either, wasn't so curious about it I guess.

tw will get one day too

There should be this item in your inventory.
Right click it.

An you should be able to fly for 3mins temporarily.
