Like I mentioned, I'd have to see a scan. But still, people toss around the term "Herald-level" way too often, to the point where I've seen Dragon Ball characters described as such. I don't think too many people stop to consider half the reason they're place so high up the charts isn't so much because of raw strength as much as brokenness. But I digress. Can you fetch me some scans?

The Phoenix Force is an abstract entity, and most of the time, its hosts are implied or shown to be much more powerful than the Silver Surfer or comparable characters. (ex. other Heralds, Thor, Gladz, and most of the people who can fight mono-a-mono with them) I remember a what-if comic where Jean Grey goes all Mary Sue on everyone and beats up Terrax before confronting Galactus himself. You can tell how Mary Sue it is because of Terrax suddenly becoming out-of-character mid-fight just to show how awesome she supposedly is. Deplorable, really, but I'm venting about my hatred of muties at this point.

In all seriousness, the Phoenix Force in general, at full strength, should probably place someone around Galactus's level. He has mixed showings against it from the maybe two or three things I've seen involving both of them. That said, though, Galactus's strength in general is all over the board due to the fact his power fluctuates... but he's usually presumed to be a little weaker than Eternity/Death most of the time, and potentially as powerful as them due to the fact they all regard one another as kin.

Hah, Rachel and not Jean. That just goes to show you how little I care for the X-men... But anyway, regarding the use of Rachel, it wouldn't exactly be a good idea to use Gladiator as a measuring stick unless there's a lot of context for his usage. Gladz' strength fluctuates depending on his level of confidence, and if I can't see some good scans of the issue in question, I'd look at it with skepticism anyway. But even so, the Silver Surfer is heavily implied to be stronger than Gladiator on a pretty good day of the week during a story arc I was reading not too long ago (which I can post scans of), albeit they're probably not too far off.

Galactus has the Ultimate Nullifier up his sleeve, of course, but it's questionable whether or not it would be capable of affecting an entity like the Spectre. I could make a good argument for most other cosmic entities on the DC side of things, but the Spectre's similarity to the Living Tribunal in many aspects makes me inclined to believe that he'd also be immune to its effects.

Ah, I remember borrowing that issue from a friend not too terribly long ago. That was Cable's most impressive feat with that power, so we could probably put him at least above supernova level with that. He might actually be too much for classic Jean Grey, as she only has feats of strength on that level with the Phoenix Force attached, not without. Her Dark Phoenix persona would be a decent match if we were going by feats from that arc, but it's implied that she was universe-level and later more or less confirmed, so go figure. There's really no way to make that a reasonably fair fight, unless either are without any power boosts, and even then, the only X-men I've ever read was a few issues of Claremont's stuff. I'm better with space things when it comes to comics, and I generally avoid muties whenever possible.

Galactus Vs the Specter probably isn't the best idea for a fight. I've seen it dissected time and time again and the Spectre pretty much always comes out on top. The Spectre, at his full potential, is effectively DC's equivalent (by position and power; Spectre is way more of a bro) of the Living Tribunal, who ranks above Galactus. The only way the argument could go on is if we're using lower-end material for either, as their powers both fluctuate depending on the situation, but going by averages and maximums, the Spectre is a clear winner.
